The National Transportation Safety Board has released its preliminary report on the ultralight plane crash that killed a Morristown man in Oliver Springs two weeks ago. Officials say 45-year-old Patrick Lucas of Morristown died in the crash of his Quicksilver MX II aircraft off Smith Road, about 100 yards from the Oliver Springs Airport. The NTSB says in its report that Lucas was the owner and the pilot of the plane and that he did not have FAA certifications, nor did he file a flight plan. A witness stated he was surprised that the pilot elected to fly at the time of the accident because the air was becoming unstable and breezy. According to FAA records, the airplane was issued a special airworthiness certificate in the experimental amateur built category on May 11, 1983.
