A child is safe after her mother attempted to drown her in Monroe County.

Law enforcement says 38-year-old Jessica Upton of Douglasville, Georgia drove Wednesday to Sea Rays Boats near Fort Loudoun State Park in Vonore. Upton refused to stop at the security gate.

A witness told officers Upton appeared to be blowing marijuana smoke in the child’s face and making the kid drink alcoholic iced tea.

The witnesses said Upton stopped the vehicle. She took her daughter into the water and tried to drown her by holding her underwater. Employees at the boat facility saved the child, separating her from her mother.

Officials say the child is safe. She was returned to relatives in Georgia.

Upton is charged with attempted first-degree murder, aggravated child abuse, and DUI.
