Mr. Billy Ray Phillips, age 75, of Rockwood, TN passed away on Thursday, December 26, 2024 at Roane Medical Center in Harriman, TN. He was born on September 30, 1949 to Birtus Phillips and Nora Ruth Lane Phillips in Briceville, TN. Billy always loved to dance around and bring so much joy and laughter to everyone around him. His happiness that he spread to all those he loved, lit up the entire room. He really enjoyed going to the fair every year that he could with his friends and staff from the Michael Dunn Center. Billy met some amazing people through the Michael Dunn Center and he truly loved everyone there. He is preceded in death by his parents: Bert and Ruth Phillips; sister: Faye Manning; and brothers: Gordon Phillips and Birtus Junior Phillips. He is survived by: Sister: Shirley Rodgers of Knoxville, TN Brother: Danny Phillips of Knoxville, TN And several nieces and nephews. The family would like to send thanks to the entire staff at Roane Medical Center Intensive Care Unit and everyone at the Michael Dunn Center for their dedication, love, and support for close to 30 years. Cremation arrangements have been made and Evans Mortuary is serving the family of Mr. Billy Ray Phillips.
