Tony Phipps will officiate. Dusty was born on November 25, 1981, in Crossville, Tennessee, to Debbie Phipps of Monterey, Tennessee, and the late James Foister. He passed away on Monday, August 28, 2023, at the Cookeville Regional Medical Center. He was a self-employed licensed contractor. He was a member of Sand Springs Baptist Church. In addition to his mother, he is survived by, 2 daughters and a son-in-law, Hailey and Logan Davis of Ohau, HI, Avery Foister of Monterey, TN; 2 sons, Kaydence Foister of Monterey, TN, Brody Foister of Monterey, TN; mother of his children, Sarah Foister of Monterey, TN; brother, Derrick Foister of Monterey, TN; maternal grandparents, Bobby and Jeanette Phipps of Monterey, TN; aunts and uncles, Rick and Rhonda Phipps of Clarkrange, TN, Ann Holloway of Monterey, TN, Scott and Penny Foister of Cookeville, TN, Steve and Robin Foister of Cookeville, TN.
