A jail trustee is on the run after law enforcement said he stole a dispatcher’s vehicle in Claiborne County and escaped custody today. Investigators believe 22-year-old Doug Hayward Payne traveled to his home where he left the stolen vehicle and took another vehicle.

He is a Caucasian male standing around 6′, weighs 145 pounds and has short brown hair. He is now believed to be traveling in a family member’s grey Jeep Grand Cherokee with Claiborne County, Tennessee tags. The Jeep has a malfunctioning tail light and headlight.

Law enforcement says Payne has been in custody since December 16, 2020 on probation violations for vandalism and burglary. He was serving four years in jail as a result. .
