Authorities say a White County man drowned yesterday in Center Hill Lake. The report indicates 73-year-old Joe Elkins and another person were reportedly swimming near the Johnson Chapel boat ramp when Elkins was found struggling in the water. Elkins was pulled from the water and given CPR. He was transported to St. Thomas Hospital in Smithville where he was pronounced deceased.
