Charles Raymond Riggs, 88

Charles Raymond Riggs died April 3, 2026. He graduated Rockwood High School, graduated from Tennessee Tech University with a BS Degree in Engineering, and he proudly served in the United States Army and Army Reserves. He was employed by Union Carbide/Martin Marietta as a manager at the Y-12 Plant, retiring after 31 years, followed by several years’ consulting for Oak Ridge Contractors. He owned and operated Buck Fire Control Fire Extinguisher Services for 5 years. At Y-12, he served in several capacities for various Program and Product Scheduling Management and Dispatching roles, Work For Others, and the DOE Blue Ribbon Task Group at Alburquerque, NM. He said he ran two Marathons: his first and his last (Joe Steel Rocket City Marathon). His favorite hobbies included golf, boating, water/snow skiing, travel, all sports, especially The University of Tennessee athletics, and enjoyed his children, grandchildren, and great-grandchildren and many friends.

He was predeceased by parents Richard Raymond Riggs and Evelyn Almon Riggs, sister Ann (Howard) Pyle, infant daughter LeeAnn Riggs, former spouse Judy Wiggins. He is survived by spouse Teresa Hixson Riggs, children Kevin (Wendy) Riggs, Kelly (David) Wilson, stepchildren Misty Sweeden, Wendy Moore, and Sean Richardson; grandchildren: Jake (Zak) Wilson, Kevin (Liz) Wilson, Cooper (Hannah) Riggs, Brice Kittrell, Matt (Kim) Moore, Mariah (Raven) Moore, Sean Richardson Jr., and beautiful greatgrandchildren; sister Elaine (Theron) Chewning and several nieces and nephews; special friends: Paul Coleman, Cotton Mitchell, Bone Heidel, Peggy Evans, Alan and Kathy Bone, Tony Chilcoat, Robbie Nutt, Tony and Lynette Smith, Judy Jones, Donna Cox, Nick and Penny Jessen, Bernie and Carol McElroy, Gail White, Jeanne Draughn, Sam McSpadden, Sherry and Harold Ketterer, KB Lawrence, and Doug and Kim Nunley.

Evans Mortuary, Rockwood, has the honor of serving the family. A celebration of life will be held at a later date. Special appreciation goes to his team of CNS Cares nurses: Becky Roberts, Tiffany Smith, Dani Grigsby, Cloee Seay, Shavon Masters, Genie David, Sharon Umphrey, Staci Eggers, Ethan Hammock, Therapeutic Solutions Physical Therapy President/CEO Floyd Bassler, and the UT Hospice staff, Cynthia and Jarisa.
