Mr. Billy Joe Powell, age 81 of Oliver Springs, passed away on Monday, April 20th, 2026, at the La Follette Medical Center. He was born on July 19th, 1944, in Clinton, TN. Billy worked as a police officer with Oliver Springs Police Department and also worked with the city as an EMT. He later worked at Brushy Mountain State Penitentiary where he attained the rank of Captain before retiring. He enjoyed riding his motorcycle, wildlife, being in the great outdoors, traveling, and most of all, he enjoyed spending time and being with his family. He is preceded in death by his parents: Molly and Earnest Powell; wife: Juanita Daugherty; son: Billy Joe Powell Jr; daughter: Lee Ann Powell-Jenkins; granddaughter: Jessica Danielle Powell; sister: Judy Smith. He is survived by:

Grandchildren: Kenneth White (Jamie), Greg Cox (Jamie), Randi Tutton, Daniel Powell (Kylie), Amanda Powell, Justin Powell, Christopher Powell,  Ryan Davis, Lane Sharp, and Amber Davis
Great grandchildren: Karsyn, Evan, Sydnee, Payton, Bryson, Kolton, Emily, Avah, Aliyah, Konner, Kyler, Levi, Wrangler, and Stetson
Sister: Sue Fox
Sister-in-law: Wilma Powell

Cremation arrangements have been made and a private family service will be held. In lieu of flowers, donations may be made to Evans Mortuary to help with expenses.
