Tennessee Governor Bill Lee has concluded his final legislative session with the passage of a $58.3 billion budget aimed at long-term strategic investments. A cornerstone of this final agenda is a record-breaking commitment to fiscal stability, adding $20 million to the state’s Rainy Day Fund to reach an all-time high of more than $2.2 billion.

The budget also places a heavy emphasis on education and workforce development, highlighted by a $155 million expansion of the Education Freedom Scholarship program and significant funding to raise starting teacher salaries to $50,000. Additionally, the Governor prioritized higher education through a $350 million investment in a new College of Medicine building at the University of Tennessee Health Science Center and specialized funding for the nuclear energy workforce.

Infrastructure and economic growth also feature prominently in the plan, with $400 million allocated to the Department of Transportation for road projects and over $80 million for aviation infrastructure. The budget supports Tennessee’s emerging status as a tech leader by investing in quantum computing, artificial intelligence, and nuclear energy innovation.

Beyond economics, the agenda addresses community well-being through rural healthcare reforms, mental health resources for students, and conservation efforts that will result in the creation of 14 new state parks, a record for any single administration. Finally, the budget reinforces public safety by funding 50 new State Trooper positions, enhancing crime prevention in Memphis, and providing grants for human trafficking survivors and reentry programs for the formerly incarcerated.
