The Putnam County Sheriff’s Office has taken three additional suspects into custody as part of “Operation Protecting Putnam,” bringing the latest wave of drug-related arrests to eight individuals.

According to officials, the ongoing operation targets the local manufacturing, delivery, and sale of narcotics throughout the county. The suspects face a range of charges involving methamphetamine as well as Schedule II, III, and IV controlled substances. All eight individuals are scheduled to appear in court on September 10, 2026.

Individuals Charged and Bond Details

• Terry Cecil Pennington (60): Charged with 4 counts of Manufacture, Delivery, and Sale of Methamphetamine. Bond set at $95,000.

• Linda Joyce Cleghorn (67): Charged with 4 counts of Manufacture, Delivery, and Sale of Schedule II Drugs and 2 counts involving Schedule IV Drugs. Bond set at $80,000.

• Ricky Todd Abbott (40): Charged with 4 counts of Manufacture, Delivery, and Sale of Methamphetamine. Bond set at $75,000.

• Hunter Dale Edwards (30): Charged with 2 counts of Manufacture, Delivery, and Sale of Methamphetamine. Bond set at $75,000.

• Fred Tyler Moore (33): Charged with 4 counts of Manufacture, Delivery, and Sale of Methamphetamine. Bond set at $75,000.

• Kathy Lynn Easter (69): Charged with Manufacture, Delivery, and Sale of Schedule IV Drugs. Bond set at $40,000.

• Christy Nicole Phillips (33): Charged with 4 counts of Manufacture, Delivery, and Sale of Schedule III Drugs. Bond set at $40,000.

• Shannon Elaine Stafford (54): Charged with 4 counts of Manufacture, Delivery, and Sale of Schedule II Drugs. Bond set at $40,000.

The Putnam County Sheriff’s Office indicates that Operation Protecting Putnam remains active as law enforcement continues efforts to curb drug activity in the area.
