FCC PROPOSES TOUGHER KNOW-YOUR-UPSTREAM-PROVIDER RULES TO CRUSH ILLEGAL ROBOCALLS

The Federal Communications Commission (FCC) has proposed enhanced “Know-Your-Upstream-Provider” (KYUP) requirements to strengthen accountability among voice service providers and combat illegal robocalls. The new rules aim to root out bad actors by requiring providers to thoroughly vet upstream partners through information collection and verification, ongoing traffic monitoring, and the obligation to refuse or terminate service when evidence indicates involvement in illegal activity.

In parallel, the FCC is seeking to bolster the STIR/SHAKEN caller ID authentication framework by improving oversight of its implementation, raising standards for assigning trustworthy attestations to calls, and closing existing loopholes. These measures are intended to better deter number spoofing, support traceback efforts, and enhance call analytics used for blocking and labeling.

The proposals form part of the FCC’s broader strategy to attack illegal robocalls at every stage of the call path, complementing existing tools such as the Robocall Mitigation Database, call blocking obligations, consumer empowerment initiatives, and due diligence requirements for originating providers. The actions were advanced via a Further Notice of Proposed Rulemaking on May 20, 2026.
