“By order of the Governor and in accordance with the Honoring Hometown Heroes Act, flags over the State Capitol, all State office buildings, all county and city government buildings and upon all Tennessee public grounds shall be flown at half-staff from sunrise until sunset on Thursday December 18th. This is in honor of McNairy County Deputy Sheriff Sgt. Rick Finley who was fatally shot in the line of duty on December 14.”
