FORMER SCOTT COUNTY EMPLOYEE PLEADS GUILTY TO RAPE AND CHILD ABUSE

From the Scott County Sheriff’s Office:
Former Scott County law enforcement employee Tommy Ray Duncan has pleaded guilty on March 3, 2025, to five of six charges, including rape and the continuous abuse of a child, while one charge was dismissed. He has been sentenced to 40 years in prison. This major development comes three years after Duncan was indicted by a Scott County grand jury for the second-degree murder of his wife, April Duncan, 34.
April Duncan, a respected deputy sheriff and school resource officer (SRO) at Scott High School, was deeply committed to her work and the students she served. Her tragic death in January 2022 was initially investigated as a suicide.
Statement from Sheriff Keeton
“Crimes like these will not stand. We will not tolerate actions from anyone, especially those who were entrusted to serve and protect. We are grateful to all the agencies that assisted in this investigation, and we would like to extend a special thanks to the Campbell County Sheriff’s Office for housing Mr. Duncan during this time. He is now in the custody of the Tennessee Department of Correction at a Correctional Complex, where he will remain for the remainder of his sentence.”We ask everyone to keep all those affected in your thoughts and prayers.”
This case represents a step toward justice for April Duncan, her family, and all those affected. Law enforcement remains committed to ensuring justice prevails.
