HARRIMAN POLICE WEEK IN REVIEW 3/17 – 3/23

Monday, 3/17 – On day shift, Chief Tapp, Ofc. M. Watkins, Ofc. Fink, and K9 Izzy were at Bowers Elementary greeting kids coming to school and holding car doors open for them. Officers responded to multiple routine calls for service.
- Building Checks: Day shift – Dewberry Pet Spa, Mr. Clean, Sunkissed Tanning, Gather Coffee, Whistle Express, Days Inn, Harriman Car Wash, Subway, and Marathon (Shiloh).
Tuesday, 3/18 – On day shift, Chief Tapp, Sgt. Underwood, Ofc. B. Watkins, and Ofc. Fink were at Bowers Elementary greeting kids coming to school and holding car doors open for them. An officer observed a vehicle violate a traffic law in the area of Morgan Ave. After a brief investigation, the officer requested K9 Officer M. Watkins. Ofc. M. Watkins deployed K9 Izzy who gave a positive alert for illegal narcotics coming from the vehicle. After a brief search, illegal narcotics were found within the vehicle and the officer who conducted the original traffic stop issued charges. Sgt. Underwood and Ofc. Fink escorted the Harriman High School Boys Basketball team from the high school to Interstate 40 for their upcoming State Tournament game. Sgt. Foley, Ofc. Phelps, Ofc. J.W. Hamby, and Ofc. B. Watkins assisted with the escort.

Wednesday, 3/19 – On day shift, Ofc. Halbrook and Ofc. Darby were at Bowers Elementary greeting kids coming to school and holding car doors open for them. Officers were dispatched to Harriman Gardens for a welfare check. Upon arrival, officers found that the resident that the welfare check was requested for was not home. Officers were dispatched to Childs Rd. for a report of suspicious activity. An officer discovered a male subject who was experiencing car trouble and had pulled into an old trailer driveway at Harriman city limits. The male subject checked out to be okay. Officers responded to an alarm being set off at Fresenius Kidney Care in Midtown. Upon arrival, everything checked to be okay. Officers responded to Treasure Mee Hunt for a report of an unwanted person. Upon arrival, the unwanted subject was already gone. Officers responded to Food City for a report of another unwanted person. Upon arrival and speaking with the involved parties, two trespassing notices were issued. On night shift, an officer responded to a residence on Byrd Ave. for a report of a juvenile problem. Upon arrival, the officer spoke with a female subject who stated that her juvenile son was defiant and refused to follow her instructions regarding his gaming and personal hygiene. A witness confirmed the juvenile’s unruliness but stated there was no physical altercation. The juvenile claimed he was hit multiple times, though he said it did not hurt. The mother was advised to submit a juvenile petition and a referral to DCS was submitted.

Night shift – Check into Cash, Premier Salon, Enrichment Credit Union, UPS, Gondolier, Window Depot, Mobilworks, State Farm, Painting Parties Plus, Genes Printing, Job Center, Kidz Care, Valley Motors, 365 Sheds, Cornerstone Landscape, Brett’s Small Engine, Brass Lantern, Isshinryu, Landmark Realty, and NAPA.
Thursday, 3/20 – On day shift, Ofc. Halbrook and Ofc. Darby were at Bowers Elementary greeting kids coming to school and holding car doors open for them. Officers were dispatched to a residence on Byrd Ave. for a medical assist for a female subject with Covid who report having breathing issues. The woman was transported to Roane Medical Center by EMS. Officers responded to Taco Bell for an alarm that was set off. Upon arrival, everything checked to be okay. An officer transported a male subject who needed a ride from the police station to Kingston. Officers responded to a residence on Little Ln. for a report of an animal problem. Upon arrival, it was discovered that the complainant had puppies and wanted an officer to take them to the shelter, which an officer did. An officer received phone traffic from an individual who found suspicious bones near the riverbank at Fiske Rd. Det. Stanley checked and it appeared to be animal bones. An officer transported a female subject from Ridgeview to Roane Medical Center ER for an emergency mental evaluation. An officer assisted with traffic control for a funeral escort going through Midtown. An officer responded to a residence on S. Roane St. for a report of a stolen bicycle. The officer later found the bicycle and returned it to the owner, and the owner signed a waiver of prosecution. An officer responded to the police station for a walk-in complaint concerning a theft that occurred in June 2024. Information was gathered for a report. An officer responded to a residence on Cox Dr. for an animal complaint that resulted in a citation being issued. Officers responded to TVA Credit Union for a fraudulent check that resulted in an individual being taken into custody and transported to Roane County Jail. On night shift, officers responded to a report of a disorderly person at the Rocky Top by the tracks. Upon arrival, officers encountered a male subject and female subject outside the store and spoke with the complainant, who was the store clerk. The complainant reported that the male and female subjects had threatened her boyfriend on March 15 and used racial slurs when she refused to sell them gas, leading to their confrontation. After gathering statements, including support from the assistant manager of the Rocky Top advocating for the ban, officers issued criminal trespass notices to both individuals, which they signed, warning that their return would result in arrest. The incident was officially closed with notices on file.

Night shift – Burger Station, Mariner Finance, Security Finance, Evolve Smoke Shop, Atlas Physical Therapy, Michael K Books, Tennessee Finest, E2 Sports, and Amazing Bakes.
Weekend of 3/21 – 3/23 – On day shift of Friday, 3/21, Chief Tapp, Asst. Chief Owenby, Det. Stanley, Ofc. Davidson, and Ofc. Fink were at Bowers Elementary greeting kids coming to school and holding car doors open for them. An officer conducted a traffic stop at the Oasis. During the course of the investigation it was discovered that the driver possessed a revoked drivers license and also had an outstanding warrant out of Knox County. The driver was placed in custody and transported to the Roane County Jail without incident. An officer responded to a minor parking lot accident at Kroger. On night shift, an officer conducted a vehicle traffic stop that resulted in a citation for the driver due to him having a suspended license. Officers responded to TVA Federal Credit Union in reference to a vehicle driven by two unidentified males attempting to commit theft of the contents inside an ATM machine. The vehicle fled the scene and no loss of money was found. The investigation is ongoing at this time. On day shift of Saturday, 3/22, Officer Michael Watkins conducted a Teen Driving Course from 8:00 am – 1:00 pm where approximately 20 teens were in attendance. The teens heard lectures on safe driving procedures and conducted an impaired driving course to make the teens aware of how dangerous impaired driving is. The teens were also able to experience the Seat Belt Convincer which shows the teens the importance of wearing a seat belt. The teens also got to learn about the blind spots on semi trucks. An officer responded to a minor parking lot accident at Food City. On night shift, officers responded to a residence on Morgan Ave. for a non-fatal overdose. Upon arrival, officers found a male unresponsive in a locked pickup truck in the back parking lot of Kyker Funeral Home, causing officers to break the passenger side window. He was pulled from the vehicle and was given Narcan. He then became responsive and was transported by Roane County EMS to Roane Medical Center. Officers responded to Lowe’s for a report of a stolen license plate. Investigation is ongoing at this time. On day shift of Sunday, 3/22, at approximately 6:30 am Harriman units received a BOLO from Oak Ridge Police Department in regards to a possible kidnapping of a juvenile that occurred in Oak Ridge City. Oak Ridge PD had obtained information that the suspect could possibly be in the Harriman area at a residence and possibly arms with a firearm in the Swan Pond area. Harriman units responded to the residence and had no contact with the suspect. Harriman units began checking the hotel parking lots and located the suspect’s vehicle at the OYO Hotel. Harriman units, assisted by Roane County Deputies, approached the hotel room and made contact with the male and detained him without incident. The juvenile female was located in the room. Both the suspect and juvenile were transported to Gallaher Rd. and handed over to Oak Ridge Police Officers. Det. Stanley is further investigating this incident. On night shift, officers responded to McDonald’s for a two-vehicle parking lot accident. Minimal damage was found and no injuries were reported.

Night shift – Goodwill, Cricket Wireless, A1 Tactical, Zaxby’s, Lowe’s, Whistle Express, TVA Credit Union, Burger Station, Gondolier, Dunkin’ Donuts, Unstoppable Auto, Big John’s, Lee’s Food Mart, El Cant’s, United Way, Subway, Chuck’s Deli, and Eagle Mart.
