MONROE COUNTY CORRECTIONS OFFICER ARRESTED

On June 23, 2025, Monroe County Sheriff’s Office (MCSO) Correctional Officer Joshua Duncan was arrested and terminated for Conspiracy to Introduce Contraband Into a Penal Facility. The arrest followed a joint investigation with the 10th Judicial Drug Task Force, initiated after the discovery of Suboxone, a Schedule 3 narcotic, hidden in a Bible intended for an inmate on June 21, 2025.
The investigation revealed that Duncan and three inmates—Timothy Albert Field, Gregory Ray Cathey, and Steven Stone Costner, Jr.—were involved in distributing drugs within the Monroe County jail, having succeeded at least once prior. All four face charges, with further charges pending.
Sheriff Tommy Jones emphasized the importance of accountability and transparency in response to the incident.
“No one is above the law,” Sheriff Jones stated. “We hold our officers to the highest standards, and when those standards are violated, accountability is not optional. This termination and arrest reflects our commitment to transparency, integrity, and public trust.”
Duncan was arrested without incident while on duty.
