PUTNAM COUNTY LAUNCHES “SPRING CLEAN UP” DRUG OPERATION; 14 INDICTED

On April 16, 2026, Putnam County Sheriff Eddie Farris announced the successful launch of a countywide drug enforcement operation called “Spring Clean Up.” The initiative, which followed months of in-depth investigations by the Putnam County Sheriff’s Office (PCSO) Narcotics Division, was carried out in coordination with the Tennessee Bureau of Investigation (TBI), the Drug Enforcement Agency (DEA), the Tennessee Department of Corrections (TDOC), and the High Intensity Drug Trafficking Areas (HIDTA) task force.

On April 13, the Putnam County Grand Jury returned indictments against multiple individuals on various felony drug charges. Over the following days, authorities served active arrest warrants, resulting in the arrest or additional charging of 14 individuals. Several types of illegal narcotics were seized during the operation.

Those charged include:

– Gina Lynnette Dunn (54), charged with manufacture, delivery, and sale of methamphetamine ($100,000 bond).
– Robert Allen Fahey (67), charged with six counts of manufacture, delivery, and sale of methamphetamine ($150,000 bond).
– Cynthia Ann Flanigan (48), charged with maintaining a dwelling for drug use ($40,000 bond).
– Cynthia May Irick (43), charged with two counts of manufacture, delivery, and sale of methamphetamine ($100,000 bond).
– Brandon Luke Jones (43), charged with multiple counts involving methamphetamine, Schedule VI drugs, and several firearms violations ($500,000 bond).
– Mark Edward King (62), charged with six counts of manufacture, delivery, and sale of methamphetamine ($200,000 bond).
– John Howard McClellan (56), charged with two counts of manufacture, delivery, and sale of methamphetamine ($150,000 bond).
– Kevin Darrell Otey (46), charged with multiple counts involving cocaine, Schedule VI drugs, and firearms violations ($500,000 bond).
– Ariel Oteniel Pena (35), charged with manufacture, delivery, and sale of cocaine plus eight counts of possession of cocaine ($500,000 bond).
– Makenzie Grace Porter (26), charged with three counts of possession of cocaine ($200,000 bond).
– Dailon Matthew Sellers (41), charged with manufacture, delivery, and sale of methamphetamine ($75,000 bond).

Two individuals already incarcerated—Christopher Scott Mayberry (39) and Rhonda Marie Tatro (49)—were additionally charged with methamphetamine-related offenses, and in Tatro’s case, fentanyl charges as well. One additional person, Monica Nicole Tam (28), was taken into custody on unrelated failure-to-appear warrants and is being held without bond.

All newly indicted individuals have court dates set for May 21, 2026. Sheriff Farris emphasized that the operation highlights the ongoing commitment of local and federal partners to keep Putnam County safe by disrupting the flow of illegal narcotics into the community.
