PUTNAM COUNTY SHERIFF’S OFFICE TRESPASS PROGRAM LEADS TO MULTIPLE ARRESTS
A proactive trespass enforcement initiative launched by Putnam County Sheriff Eddie Farris has resulted in several recent arrests, underscoring local efforts to protect property owners and maintain community safety.
The Trespass Enforcement Program, established roughly four years ago, allows participating businesses and private property owners to authorize the Putnam County Sheriff’s Office (PCSO) to issue formal trespass notices. Individuals who return after receiving notice face arrest for criminal trespassing.
Recent Enforcement Actions

W. Jackson Street Response: On Monday, October 5, 2026, deputies responded to a reported homeless camp at 1187 W. Jackson Street, a participating property. Three individuals were issued trespass notices, and two were taken into custody on outstanding warrants:

Daniel Clark was arrested on an active Juvenile Instanter Capias, with bond set at $200 and a court date scheduled for October 6, 2026.

Brian Carlton, a registered sex offender, was arrested on two active violation of probation warrants (original charges: unlawful drug paraphernalia uses and theft). He is being held without bond with a court date of October 7, 2026.

S. Jefferson and S. Willow Avenue Incidents: These arrests follow two separate trespassing calls on Friday, October 2, 2026, at participating businesses located at 957 S. Jefferson Avenue and 115 S. Willow Avenue. Deputies discovered that the individuals involved had previously been issued formal trespass notices. Bernadette Brown and Ann Waterson were both taken into custody and charged with criminal trespassing.
