On November 13, 2022, at approximately 1:45 AM, Deputies with the Roane County Sheriff’s Office along with Officers with the Rockwood Police Department responded to 595 Green Meadows Drive in Rockwood, in reference to someone being shot.  When Deputies arrived, they found a victim (William Roy “Billy” Martin) with a gunshot wound to the lower abdomen.  Billy stated that the suspect (Andres Alvareztorre) had driven up beside him, while he was walking, and shot at him 3 or 4 times.  Martin stated he was struck once in the abdomen.  Martin stated that he and Alvareztorre had ongoing issues with one another for quite some time.  Martin refused EMS and had someone drive him to a hospital.  Alvareztorre was arrested on scene and charged with Aggravated Assault and Unlawful Possession of a Weapon by a Felon.  The bond was set at $165,000 and a Court date was set for November 29, 2022, at 9 AM.
