TWO ARRESTED AFTER CHILD ENDANGERMENT INVESTIGATION IN PUTNAM COUNTY
Cookeville, TN – On January 27, 2026, officers with the Cookeville Police Department responded to a welfare check at a residence on Holladay Road following multiple 911 hang-up calls. The calls led officers to make contact with an adult female at a nearby business, who reported concerns about the safety of a child inside the home.
Officers responded to the residence and were granted consent to enter and check the welfare of the children inside. Upon entering the home, officers located multiple children ranging in age from 6 months to 15 years old and observed living conditions they determined to be unsafe and unsanitary.
The Cookeville Police Department coordinated closely with the Department of Children’s Services (DCS) throughout the investigation and is grateful for their prompt response and assistance in ensuring the safety and well-being of the children involved.
As a result of the investigation, both Scott Vossler and Morgan Vallance were booked into the Putnam County Jail with the following charges:

Vossler was arrested and charged with 6 counts of misdemeanor child neglect and 4 counts of felony child endangerment. He was given a $136,000 bond.

Vallance was arrested and charged with 6 counts of misdemeanor child neglect and 5 counts of felony child endangerment. She was given a $164,000 bond.
