ROANE COUNTY DEPUTIES ENCOUNTER MAN SEEKING “PEACE AND QUIET”

Tuesday morning, Roane County deputies were dispatched to an address on Stricklan Lane for reports of an unwelcome person. They found 27-year-old Kenneth Charles Lloyd, who seemed, in their words, “very excited.” Deputies said he told them he “could not get any peace and quiet, because people would not leave him alone.” When deputies asked who was “messing with him,” Lloyd said people were talking to him all the time.

He went on to say people were using electronic speakers to talk to him, and these same people were “turning the speakers on electronic devices into microphones, so they could listen in on him wherever he goes.”

Lloyd additionally claimed the listening people were using WiFi signals to follow him everywhere he goes.

Deputies said Lloyd appeared to be under the influence of some form of narcotic, but refused to answer questions about what he’d taken, nor any of the deputies’ questions.

When asked If he wanted to go see a doctor, he declined; according to the arrest report, “Lloyd stated they would tell him he’s crazy.”

Believing Lloyd to be a danger to himself, due to his stating he was hearing and seeing things that were not there, deputies attempted to take Lloyd into custody, to transport him to Roane Medical Center for evaluation.

At that point, Lloyd became combative and resisted, grabbing at deputies’ hands and rendering them unable to handcuff him. They eventually subdued Lloyd and charged him with resisting arrest.
