THP TROOPER BUSTED FOR DUI IN PUTNAM COUNTY

On October 30 around 10:15 p.m., a Tennessee Highway Patrol trooper patrolling Highway 111 in Putnam County discovered a pickup truck parked on the grass between the northbound lanes and the Highway 70 entrance ramp. The driver, identified as off-duty THP officer William Looper, was found asleep inside and showed clear signs of intoxication.
Looper was arrested and charged with DUI, violation of the implied consent law, possession of a handgun while under the influence, and open container. Following the arrest, the Tennessee Highway Patrol immediately decommissioned Looper—stripping him of police powers—and placed him on administrative leave while an internal investigation is conducted.
