TASER DEPLOYED TWICE ON SUSPECT AFTER TRAFFIC STOP IN CROSSVILLE
Around 3 a.m. this morning (March 26, 2026), a Crossville police officer pulled over a motorist in a silver Honda Civic on Highway 127 North for a headlight violation.
As the officer got to the automobile, he recognized the passenger, 34-year-old Justin David Horn of Crossville. Horn is on parole in the state.
The arrest report states Horn made a sudden movement inside the vehicle. Officers asked him to get out of the car.
During a search, Horn was asked to remove his shoes. Upon taking one off, Horn allegedly attempted to conceal an unknown item taken from inside the shoe. An officer tried to get the item, and Horn reportedly started to resist.
Officers took Horn to the ground. The report indicates Horn positioned his arms underneath his body, preventing officers from gaining control. Horn was verbally warned to stop resisting, or a taser would be used on him. Horn continued to resist and was tased. He reportedly continued to resist and took a second taser deployment. Officers then placed handcuffs on Horn.
Police say the item that Horn was concealing was a THC marijuana vape.
Horn reportedly told police he resisted because of his parole status. He was charged with resisting arrest and taken to jail.
