CROSSVILLE CITY COUNCIL WEIGHS ARPA FUNDING BOOST, WATER TREATMENT CONTRACT, AND DE-ANNEXATION REQUEST

Last night, the Crossville City Council reviewed a packed agenda for its upcoming meeting for next week, featuring key decisions on federal funding amendments, water treatment facility upgrades, and a local property de-annexation request.

ARPA Grant Amendment Seeks $1.2M Increase

The council will discuss a preliminary approved contract amendment for Non-Competitive American Rescue Plan Act (ARPA) funding through the Tennessee Department of Environment and Conservation (TDEC). The adjustment increases the total maximum grant liability by $1,256,755.95, bringing the overall project profile to $4,806,508.30. The revision also adjusts the required 10% local grantee match to a minimum of $480,650.83 to support ongoing water distribution, sewer rehabilitation, and infrastructure improvements.

New Membrane Filtration System for Meadow Park Lake

Lawmakers will review a recommendation to enter into a contract with H2O Innovations of Wilmington, Delaware—represented by Guthrie Sales & Service Company—for a $50,000 pilot testing agreement. Consulting engineers J.R. Wauford & Company recommended the firm following an evaluation of three proposals for a new 7.0 MGD membrane filtration system at the Meadow Park Lake Water Treatment Plant, where H2O Innovations scored the highest with a total score of 93.

Property De-Annexation Request on Hyder Ridge Road

The council will also consider a request from property owner Nick Jenkins to de-annex parcel 021.03 located at 73 Hyder Ridge Road. Jenkins is seeking removal from the city limits, citing a lack of access to city water and sewer services, reliance on a planned private septic system, and a tax burden that outweighs the benefits of city residency, noting that municipal services currently amount primarily to weekly trash pickup.
