James Neal Mullican, affectionately known as Jim, passed away peacefully on August 8, 2026, surrounded by the love and warmth of his family after a courageous battle with ALS. Born on November 10, 1950, in Chattanooga, Tennessee, Jim was a beloved husband, father, grandfather, brother, and friend who touched many lives with his boundless energy and unwavering kindness.

The son of John and Laverne Mullican, Jim was raised in Chattanooga, where he graduated from Central High School in 1969, as Valedictorian and was the quarterback of the school football team. Following his passion for engineering, he earned a Bachelor of Science degree in Mechanical Engineering from Georgia Tech in 1972 under a Navy ROTC scholarship and his Master’s degree in Mechanical Engineering from the Naval Postgraduate School in Monterrey, California, ultimately becoming a licensed Professional Engineer. Jim’s dedication, desire for adventure and thirst for knowledge led him to serve in the United States Navy from 1972 to 1995, where he rose to the rank of Commander. His career was marked by remarkable achievements, including pioneering work with hovercraft prototypes, serving as a salvage engineer and deep-sea diver, and playing a critical role in the Valdez oil spill recovery of 1989. Jim’s contributions extended beyond his military service, as he later helped Estonia improve its ports for trade and taught leadership skills in Abu Dhabi.

In 1976, Jim married the love of his life, Marion (Cindy) Mullican, in Chattanooga, Tennessee. Together, they embarked on an incredible journey, sharing 50 years of adventures around the world. They settled in Spring City, Tennessee, where they raised their two children, James B. Mullican and Mary M. Perrine, and celebrated the lives of their three cherished grandchildren: Elizabeth Mullican, Claire Perrine, Trevor Perrine, and Ivan Perrine.

Following his distinguished military career, Jim continued to make an impact by helping to build AWM, a company dedicated to providing ISO 14001 environmental audits and certifications worldwide. His colleagues and clients admired him for his exceptional ability to enhance systems and find innovative solutions.

Jim’s love for the outdoors and community involvement was evident in his active participation in Boy Scouts of America Troop 81 UK, eventually becoming Scoutmaster, and becoming inducted as an adult member of the Boy Scouts Order of The Arrow in the Black Eagle lodge. He and his wife Cindy were active with the Spring City Master Gardeners. He was also a dedicated supporter of the Spring City Animal Shelter.

An avid runner, Jim participated in races worldwide, leaving an indelible mark on the running community. He found joy in fishing, boating, and dancing, often sharing these passions with friends during Singo nights. Known for his warm smile and jovial spirit, Jim never met a stranger and was always eager to share a good story or enjoy a lively gathering with loved ones.

Jim is survived by his devoted wife, Cindy; his children, James B. Mullican and Mary M. Perrine; his grandchildren, Elizabeth, Claire, Trevor and Ivan; and his brothers, Davy and Buddy Mullican. He was predeceased by his parents, John and Laverne Mullican.

A service to celebrate Jim’s remarkable life will be held onSaturday, August 15, 2026, at 2:00pm in the chapel of Vaughn Funeral Home with Rev David Grant officiating. The family will receive friends Saturday, August 15 from 12pm until 2pm at the funeral home. Interment will be Monday, August 17, 2026 at Chattanooga National Cemetery at 10:30am with military honors.
