HARRIMAN UTILITY BOARD COMPLETES $3.65 MILLION INFRASTRUCTURE OVERHAUL
The Harriman Utility Board (HUB) has officially wrapped up a nearly four-year infrastructure initiative, completing $3.65 million in vital upgrades to the region’s water and sewer systems.
Launched in 2022 in collaboration with local governments and state agencies, the project was overwhelmingly supported by external funding, with roughly 95% of total costs covered by grants secured through the TDEC ARP Non-Competitive Grant Program.
Key Improvements

Water System Enhancements ($2.2 million): Replaced the erosion-threatened Wolfe Branch water booster pumping station on Ladd Mountain with a stabilized, engineered foundation. Crews also upgraded aging asbestos-cement waterlines along Oakdale Highway and Ladd Mountain, alongside targeted upgrades in the Town of Oakdale.

Sewer System Rehabilitation ($1.45 million): Upgraded aging infrastructure in Harriman to cut down on groundwater and rainwater infiltration, reducing long-term operational and treatment costs.
Collaborative Success
The multi-jurisdictional effort brought together the City of Harriman, Roane County, Morgan County, and the Town of Oakdale. HUB leadership credited the engineering firms, construction contractors, and administrative partners—including Community Development Partners, SSR, Inc., and W&O Construction Company—for bringing the massive undertaking across the finish line ahead of its late-2026 completion target.
“Years in the making,” officials stated, celebrating a milestone designed to secure reliable utility services for Roane and Morgan County residents for decades to come.
