While on patrol Friday night, a Cumberland County deputy allegedly observed a motorist in a silver BMW failing to dim headlights for oncoming traffic. The officer pulled over 44-year-old Joy Marie Bartley of Monticello, Kentucky and a K-9 detected possible drugs. A search reportedly revealed meth and pills. Bartley was charged with two counts each of manufacture and delivery of a controlled substance and manufacture and delivery of meth.
