CONVICTED SEX OFFENDER ARRESTED STAYING IN HOME CLOSE TO SCHOOL IN CROSSVILLE
Crossville police responded to a residence on Justice Street yesterday after learning a convicted sex offender was staying there and not reporting it to authorities. Officers took 54-year-old Andy Clay Phillips into custody for violation of the sex offender registry. The arrest report states the home Phillips was staying at was within 1000 feet of Cumberland County High School. He was previously listed as homeless. According to the state sex offender registry, Phillips is labeled violent against children. He was convicted in 2002 for use of a minor for obscene purposes and lewd acts against a child.
