CROSSVILLE CITY COUNCIL APPROVES KEY AGREEMENTS FOR CROSSVILLE COMMONS COMMERCIAL DEVELOPMENT
During a special called meeting on September 25, 2026, the Crossville City Council took key procedural steps to advance the major retail project known as the Crossville Commons, located at Exit 320 on Interstate 40.
While bound by non-disclosure agreements regarding specific details, the council voted unanimously to approve documents relating to the Commercial Development District. Additionally, the council authorized City Manager Valerie Hale to transfer funds from the City General Fund to the Industrial Development Board (IDB) fund to cover upfront closing costs for the district. Officials noted that this temporary transfer will be fully reimbursed once the project’s loans are completely funded.
The initiative is tied to $15 million in total financing facilitated through SmartBank by the Cumberland County Industrial Development Board. This funding package includes:

$10.2 million designated for the main retail development.

$4.8 million allocated to construct an extension of Interstate Drive, creating a public roadway into the site.
The financing relies primarily on incremental sales tax revenue generated by the incoming businesses, backed by an IDB reserve fund, with limited safety-net mechanisms structured to protect the city from permanent debt.
In other business during the brief session, the council also approved a $20,000 airport maintenance grant for fiscal year 2026–2027 to handle routine upkeep such as mowing and general facility maintenance with no local match required.
