CROSSVILLE CITY COUNCIL WEIGHS DAM MITIGATION, NEW ROAD NAMING, AND PARK UPGRADES
The Crossville City Council met for a work session on Monday, November 2, 2026, tackling a packed agenda that included pivotal discussions on Meadow Park Lake dam mitigation credits, honoring a former council member with a new road name, and several facility and parks updates.
Dam Mitigation Credits and Financial Limbo
The most extensive discussion centered on item #3 regarding mitigation credits for the Meadow Park Lake dam project. City leaders discussed a looming November 15 deadline to commit $300,000 to preserve pricing options.
Legal counsel and council members weighed the financial risks of the $11 million total project against a backdrop of shifting state partnerships, such as the Plateau Water Planning Partnership. While concerns were raised about being locked into a “mousetrap,” the council ultimately agreed to move the initial $300,000 agreement forward to next week’s agenda for a vote, ensuring it would not automatically obligate the city to future payments without further review.
Honoring Councilman Mayberry
The council reached a quick consensus on naming the new road extending across Genesis Drive — which will eventually connect to Cook Road — James S. Mayberry Avenue. The name honors the late former councilman for his dedication to securing the Commercial Development District legislation in 2019, which officials noted made local retail centers and tax increment financing possible.
Parks, Recreation, and Infrastructure Bids
Several other items were reviewed and slated for the consent or action agendas:
-
Road & Signage: The council discussed a variance for Supershow Firework signage and advanced the James S. Mayberry Avenue naming.
-
Parks & Grants: Kimley Horn was recommended as the engineer for the 2024 Parks and Recreation Grant supporting a restroom and trailhead facility at Meadow Park Lake. Meanwhile, a playground site work bid of $277,000 from Hamilton Consulting (J. Bob Smith Construction) was reviewed.
-
Warner Field Turf: The council reviewed an RFP-backed bid of $810,200 for Warner Field turf updates, which would require a budget amendment utilizing reserves.
-
Grants & Maintenance: Annual items including the $15,000 Alcohol Enforcement Grant contract, a new $350-per-month elevator maintenance agreement, and a Certificate of Compliance for Weigel’s #126 were moved toward the consent agenda.
The council concluded the work session by noting that items discussed will return for formal voting and action during the upcoming regular meeting.
