CUMBERLAND MAYOR FOSTER SIGNS ORDER MERGING C.O.U.D. and C.P.W.A.

Today marks a transformative moment in the history of our county. I have officially signed the order merging the Crab Orchard Utility District (COUD) with the Cumberland Plateau Water Authority (CPWA) – a monumental step toward securing a sustainable and reliable water future for our region.
This merger is more than a structural change; it is a product of vision, collaboration, and commitment to the long-term well-being of our citizens. From the earliest stages of my time in office, access to water and the future of our infrastructure have been top concerns. That concern was shared by former Mayor Mayberry and many others who understood that the only way forward was together.
Through partnership with the Tennessee Association of Utility Districts, the County Commission, the State Legislature, and local leaders, we crafted and passed a private act that empowers – not mandates – local water utilities to pool resources and plan proactively. This new authority was built deliberately, with great care to protect current employees, their pay, and benefits, while laying the groundwork for regional cooperation and future development.
The decision by COUD to become the first district to join CPWA signals the beginning of a new chapter. It demonstrates the bold leadership and vision our county has long been known for in the Upper Cumberland. It is a step not just for today – but for the generations to come.
