FENTRESS COUNTY MAN FACES ANIMAL CRUELTY CHARGES
A Fentress County man is facing multiple charges of animal cruelty after several horses were found starved to death on his farm. 73-year-old Francis Smallwood is scheduled to appear in court next month on 11 counts of animal cruelty. Authorities were tipped off to the fact and found three corpses of horses in various states of decomposition on the property located south of Allardt. Five horses were found alive but were so starved that their ribs were showing from malnutrition. Sheriff Michael Reagan discovered four more horses near Smallwood’s residence along Frank Campbell Rd. Smallwood was arrested on March 17 and posted a $10,000 bond. He was arraigned and will appear in court on April 17.
