Former Cumberland County Emergency Medical Services and Wilson County Emergency Management Agency employee Adam Ray Johnson is scheduled for a court deadline in the Cumberland County Circuit Court on September 8, 2026. Johnson faces multiple felony charges, including high-tier theft of property, official misconduct, and tampering with governmental records, stemming from a Tennessee Comptroller’s Office investigation.

State investigators revealed that Johnson orchestrated a dual-employment scheme, simultaneously collecting a salary from both agencies for overlapping hours. Authorities found he falsified timesheets to secure at least $117,108.63 in unearned compensation, comprising $112,626.46 from CCEMS and $4,482.17 from WCEMA.

The probe uncovered that Johnson falsely reported 4,271.5 hours of work at CCEMS—frequently claiming shifts while simultaneously on duty in Wilson County or logging hours completely unsupported by operational records. An additional $9,699.87 in questionable WCEMA compensation was also flagged due to scheduling discrepancies.

Grand juries in both counties indicted Johnson earlier this year. His current bond is set at $125,000 through Huckabee Bonding. Comptroller Jason Mumpower emphasized the case as a critical reminder for public agencies to rigorously verify employee hours prior to approving compensation.
