HARRIMAN SEEKS PROPOSALS FOR RECREATIONAL DEVELOPMENT OF BAISLEY PROPERTY
The City of Harriman, Tennessee, has issued a Request for Proposals (RFP) for the development of the Baisley Property, located at approximately 103 Margrave Street (Roane County Tax Map 026F, Group A, Parcel 004.01). The City is seeking qualified individuals, developers, organizations, or companies to submit proposals for a recreational-type establishment that takes advantage of the property’s access to the Emory River. The goal is to create a project that enhances public enjoyment, provides community value, and supports responsible economic development while remaining compatible with the city’s character and long-term objectives.
Potential uses include river-based recreation such as canoe or kayak launches, outdoor adventure facilities, parks or trails, water-access amenities, and complementary small-scale commercial activities that support recreational use. Respondents are encouraged to submit creative and innovative ideas. All proposers are responsible for conducting their own due diligence on zoning, utilities, environmental conditions, floodplain status, access, and other site-related factors.
Proposals must include a cover letter with contact information, a detailed narrative describing the development and recreational uses, a conceptual site plan or sketch showing layout, access, parking, and river use, a discussion of project feasibility, timeline, and funding approach, a summary of the respondent’s relevant experience and qualifications, and a description of public access provisions and anticipated community benefits.
Proposals will be evaluated based on consistency with city goals, quality and creativity of the proposal, effective and responsible use of the Emory River access, the respondent’s experience, and the overall public benefit, accessibility, and environmental sensitivity.
