From the Putnam County Sheriff’s Office:

On June 18, 2025, the Putnam County Sheriff’s Office — alongside the Tennessee Bureau of Investigation, Homeland Security, and the Cookeville Police Department — executed a search warrant at 23 W 4th Street in Cookeville, TN. One individual was taken into custody and $500 was seized as a result of the search warrant. During the course of the investigation, Special Agents and Investigators were able to use techniques that confirmed that there were illegal commercial sex acts being offered at the so called business “Foot Spa”.

Zou Liushauang, age 46, and illegal alien from China, was arrested and charged with Impersonation of a Licensed Professional and Prostitution. Liushauang has a bond set at $12,500 and a court date of July 23, 2025.

Liushaunang was renting a dwelling (house) at 23 W 4th Street in Cookeville, that was she was using as the “Foot Spa” business. However, she had no business license.

Liushauang is now being held in the Putnam County Jail regarding her state charges and is also being held with a Federal ICE (Immigration and Customs Enforcement) hold. At the conclusion of the disposition of the state charges, she will then be transferred into ICE’s custody for prosecution and eventually will be deported from the United States.
