KINGSTON POLICE ARREST ALLEGEDLY INTOXICATED DRIVER AFTER HITTING GAS PUMP

On December 1, 2025, at approximately 17:30 hours, Captain Keith Kile of the Kingston Police Department responded to the Exxon Zoomers at 935 N Kentucky Street for a reported drunk driver. A white pickup truck pulling a trailer had struck a gas pump and safety railing. Upon arrival, Captain Kile located the vehicle parked near the dumpster with a flat trailer tire.

The driver, later identified as Vul Luai, admitted to hitting the gas pump with his trailer, to having taken a shot of liquor, and to smoking a small amount of marijuana. The officer detected a strong odor of alcohol on Mr. Luai’s breath and the smell of marijuana emanating from the vehicle. Mr. Luai agreed to perform standardized field sobriety tests.

During the Horizontal Gaze Nystagmus testing, Mr. Luai exhibited lack of smooth pursuit in both eyes, distinct and sustained nystagmus at maximum deviation in both eyes, and onset of nystagmus prior to 45 degrees in both eyes. On the Walk-and-Turn test, he failed to maintain heel-to-toe contact, took ten steps instead of nine, and performed an improper turn. During the One-Leg Stand, he was unable to raise his foot as instructed and lost his balance, causing the officer to terminate the test for safety reasons.

Based on the crash, admissions, odor of alcohol and marijuana, and poor performance on field sobriety tests, and overall impairment indicators, Captain Kile placed Vul Luai under arrest for Driving Under the Influence.
