KNOXVILLE MAN ARRESTED FOR DUI AND DRUG PARAPHERNALIA AFTER ERRATIC DRIVING IN CROSSVILLE

On April 2, 2026, Crossville Police Officer Matt Charlock responded to a report of a possibly intoxicated driver operating a black 4-door 2011 BMW erratically on Crabtree Road in Crossville. A witness had observed the vehicle speeding back and forth with its flashers on and described the driver as appearing severely intoxicated by a mind-altering substance. Upon arrival, Sgt. Sadula directed officers to the vehicle, which was driving frantically through a gravel parking lot. Officer Charlock initiated a traffic stop for a welfare check and possible DUI investigation after observing the driver’s erratic behavior.

During the stop, the driver, 27-year-old Jacob Kline Michael Endicott of Knoxville, TN, made a sudden aggressive movement toward the passenger console and floorboard. He was ordered to stop reaching and place his hands on the steering wheel. Endicott showed signs of impairment including slurred and slowed speech, delayed reactions, and unsteadiness on his feet. He admitted to being addicted to fentanyl, stated he did not remember the previous night, and acknowledged having Suboxone (Subutex) and unprescribed Xanax in the vehicle. He provided verbal consent for a search of his person and vehicle.

The search of the vehicle revealed multiple pieces of used tin foilβ€”some folded, some crumpledβ€”which officers recognized as common drug paraphernalia for packaging and using narcotics such as fentanyl or heroin. Endicott was unable to successfully perform most field sobriety tests. He showed multiple clues of impairment on the Horizontal Gaze Nystagmus test (including nystagmus at maximum deviation, onset prior to 45 degrees, lack of smooth pursuit, and vertical nystagmus). Due to his reported medical issues (double hip replacement and bad knee), the Walk-and-Turn and One-Leg-Stand tests were not fully administered for his safety. He also failed to follow instructions on the Modified Romberg test.

Endicott was placed under arrest for Driving Under the Influence. A records check revealed an active warrant from Knox County for unlawful possession of drug paraphernalia, for which a hold was placed. He was transported to the Cumberland County Justice Center, where he was read his Miranda rights and waived them. A search warrant was obtained and executed for a blood draw, which was sent to the TBI lab for toxicology testing. Warrants were also issued locally for DUI and possession of drug paraphernalia (the tin foil). The case was cleared by arrest.
