A 39-year-old man faces four felony charges following a bizarre, violent Fourth of July rampage involving a stolen University of Tennessee golf cart and a carjacking attempt near the UT Medical Center.

According to reports from the Knoxville Police Department (KPD) and the University of Tennessee Police Department (UTPD), Phillip Persha allegedly stole a golf cart valued between $10,000 and $60,000 from the UT Golf Practice Facility around 8:15 p.m. on July 4.

Shorty after, Persha approached a couple parked at the nearby UT Medical Center while driving the stolen cart. Posing as a hospital security guard, he instructed the driver to roll down his window before issuing a deadly threat: get onto the golf cart or be killed.

When the couple refused to comply, Persha reached inside their vehicle, snatched the driver’s keys from the side door pocket, and sped off toward Alcoa Highway in the cart.

Crash and Capture

Persha’s joyride was short-lived. Law enforcement officials reported that he flipped the golf cart along Alcoa Highway, tossed the couple’s stolen car keys into a nearby tree line, and began frantically flagging down passing motorists for help.

A nearby Knox County Sheriff’s Office deputy spotted Persha and detained him before handing him over to KPD custody.

Ongoing Investigation

Persha is currently charged with four felonies, including robbery and disorderly conduct. Key details remain under investigation:

• Unknown Breach: Authorities are still investigating how Persha gained access to and stole the golf cart from the UT Golf Practice Facility, which triggered an alarm at 8:13 p.m.

• Property Damage: The exact total of the financial damages and the full value of the ruined golf cart have yet to be finalized.

Persha is scheduled to appear in court for a preliminary hearing on July 22. KPD and UTPD state that the investigation remains active.
