A Loudon County man is facing multiple child abuse charges. Officers responded to a Dailey Avenue in Loudon after witnesses saw one small child walking in the road and a second one allegedly locked outside the home. Authorities located the parent, 29-year-old Thomas Jay Mika, inside the dwelling who reportedly said he was drinking all night and had no idea his children were outside. Mika was arrested on four counts of child abuse or neglect, three counts of simple possession of drugs and one count of possession of drug paraphernalia.
