The Monroe County Sheriff’s Office issued a warrant on October 27, 2025, for former Monroe County Correctional Office Michael Phillip Zackey, 39, of Madisonville. Mr. Zackey was charged with Introduction of Contraband Into a Penal Facility.

He voluntarily turned himself in to the Monroe County Jail this morning (Oct. 31st), where he was processed and subsequently released on bond.

The Affidavit of Complaint states that Michael Phillip Zackey committed the offense of introduction of contraband into a penal facility on or about June 4, 2024.

Mr. Zackey advised that he had been meeting with an individual to obtain Suboxone and bringing to William “Tubby” Johnson, an inmate at the Monroe County Jail. He further advised that he was being paid $300.00 for each delivery of Suboxone.

Based upon Mr. Zackey’s statement and the subsequent investigation, the case was forwarded to the District Attorney’s Office for review and possible presentation to the Monroe County Grand Jury in December 2024.

In October 2025, detectives were advised by the District Attorney’s Office to issue a warrant for Mr. Zackey.

The Monroe County Sheriff’s Office hired Mr. Zackey as a full-time Correctional Officer on August 14, 2023. Mr. Zackey resigned on June 4, 2024. During his brief tenure, Mr. Zackey received two (2) disciplinary warnings.

February 22, 2024: Carelessness, Violation of Safety Rules, and

Violation of Department Policies or Procedures

Result of Action: Warning

March 15, 2024: Violation of Safety Rules and Violation of Department Policies and procedures

Result of Action: One (1) day Suspension

This conduct is deeply disappointing and does not reflect the standards or values of the Monroe County Sheriff’s Office. We will not tolerate this kind of behavior from any member of our staff and will continue to pursue this matter through the proper legal channels.
