A two-decade-long debate over consolidating several Roane County high schools into a single, major facility remains alive, but clear financial barriers continue to keep any actual construction at a standstill.

Following last week’s Roane County Board of Education meeting, Director of Schools Russell Jenkins received approval to partner with a real estate firm. The goal is to scout potential properties large enough to host a massive consolidated campus.

Despite this green light, the project faces a formidable roadblock: the Roane County Commission.

While the school board manages education planning, the County Commission holds the purse strings for major capital projects. With more than half of the county’s property tax revenue already earmarked for public education, commissioners have repeatedly balked at previous construction proposals, warning that a project of this scale could trigger a property tax hike for residents.

The school board recently approved its budget for the upcoming fiscal year, setting aside approximately $2.5 million for capital improvements. While those funds could seed future planning, they fall far short of the tens of millions required to build a modern, multi-school centralized facility.

Some officials hold out hope for the future, pointing to planned industrial developments along the Oak Ridge corridor. The hope is that economic growth in that area could eventually generate enough tax revenue to make a mega-school financially viable down the road.

For now, the project remains stuck in neutral—the school board is actively searching for land, but the County Commission has made no funding commitments.
