The Scott County Sheriff’s Department is searching for Charles “Vincent” Willoughby on charges including sexual battery and kidnapping.

He was last seen carrying a backpack in the Tombstone Road area near Low Gap Road in Helenwood.

Willoughby is described as a Caucasian male standing 6’3 and weighs 200 pounds.
