A registered sex offender was arrested by Oliver Springs police yesterday. Officers say 54-year-old Chester Lynn Phillips of Oak Ridge was taken into custody in Roane County for failure to register in the county as a sex offender. Phillips was taken to and processed into the Roane County jail last night. He was convicted just two years ago for sexual exploitation of a minor.
