THREE SEPERATE ALCOHOL-RELATED ARRESTS

Yesterday, while on patrol on Vandever Road, Sergeant Jason Powers of the Cumberland County Sheriff’s Office noticed a maroon pickup truck parked in the northbound lane of travel with a man sitting in the ditch on the right side of the road.

The driver of the pickup truck exited the vehicle and told Sergeant Powers that, when he came around the curve, he nearly ran over a man.

The man in question was described in the report as lying in the middle of the road and as having urinated all over himself.

The man was identified as Randy Raab, and Sergeant Powers noticed a strong odor of alcohol coming from the man as well as slurred speech.

The man refused to stand or comply with any commands, so Sergeant Powers turned him onto his stomach and placed him in double-locked handcuffs. After continuing to refuse to comply with commands or stand up, Sergeant Powers asked for an additional unit for assistance.

Deputy Leary arrived on the scene and assisted with placing Raab into a patrol car, who continued to resist and stiffened up his body so he could not be placed in the vehicle.

Sergeant Powers moved to the driver’s side rear and delivered a 5-second drive stun to Raab’s lower back to gain his compliance.

Raab was transported to intake for booking where he was charged with public intoxication and resisting arrest.

On Friday last week, Deputy Shawn Aytes noticed a tan-colored Chevy Tahoe traveling on Shorty Barnes Road with a busted tail light. As the deputy stopped the vehicle, it veered off the right side of the roadway for a short while.

During the traffic stop, the deputy made contact with the driver identified as Shane Michael Farr, and explained the reason for the stop.

The deputy had prior knowledge that Farr didn’t have a license and asked him to exit the vehicle. After getting out of the vehicle, the driver was unsteady on his feet with extremely slurred speech although he denied drinking alcoholic beverages.

Standardized field sobriety tests were conducted. However, Farr would fail them all and was placed under arrest for suspicion of driving under the influence of alcohol. Farr was transported to the Cumberland County jail for booking and his vehicle was driven from the scene by family.

On November 8th, Deputy Tyler Leary was approached by an individual who wanted to bring attention to a person walking down Lantana Road.

Deputy Leary conducted a traffic stop on Lantana and identified the person as Joseph Kirk. While speaking with the man, Deputy Leary noticed the odor of alcohol coming from his person along with glossy eyes.

Kirk admitted to having been consuming alcoholic beverages and granted the deputy consent to search his pockets. Inside Kirk’s pockets was a small baggie containing what is believed to be marijuana residue.

Kirk was placed under arrest for public intoxication. While placing Kirk under arrest, Dispatch advised Deputy Leary that the man had an attachment for Failure to Appear for simple possession as well as a warrant out of Fentress County. A hold was placed on his warrants.
