A public hearing hosted Thursday evening by the Tennessee Department of Environment and Conservation (TDEC) drew local crowds to discuss coal-ash management at the Tennessee Valley Authority’s Kingston Fossil Plant. While the TDEC open house focused specifically on the facility’s Corrective Action/Risk Assessment (CARA) plan, the gathering unfolded against the backdrop of a major shift in the plant’s operational future.

TVA previously announced plans to retire all nine coal-fired units at the Kingston plant by the end of 2027. However, the utility has officially reversed course. Citing rapidly rising electricity demand and shifting regulatory conditions, the TVA Board revealed earlier this year that the existing coal units will remain available to operate beyond their original retirement timeline.

In addition to keeping the coal generation online, TVA is currently constructing roughly 1,500 megawatts of new natural-gas generation at the Kingston site.

TDEC representatives and TVA spokesman Scott Brooks were on hand during Thursday’s meeting to speak with attendees about the ongoing environmental plans and site developments.

The public can submit written comments regarding TDEC’s CARA plan for the Kingston plant through August 31, 2026.
