TWO ARRESTED IN FELONY TRAFFIC STOP

On July 22, 2025, at around 7:39 AM, city units received a Flock alert about a stolen vehicle, valued at approximately $4,500, reported stolen from North Carolina. Officer Jacob Ogle located the vehicle at 8:18 AM as it was leaving Buc-ee’s and conducted a felony traffic stop at Eco Travel Plaza. Officer Ogle, with his firearm drawn, ordered the occupants to show their hands until backup arrived.

Officer McNeal assisted in removing the driver, Grover Berrier, and the passenger, Ceciley Bailey, from the vehicle. Ms. Bailey provided multiple false identities, though a driver’s license matching the stolen identity was found in the car. Dispatch confirmed Mr. Berrier had an active warrant from North Carolina, with the agency requesting extradition.

Both subjects were arrested; Mr. Berrier was charged with theft of property and an out-of-state warrant, while Ms. Bailey was charged with criminal impersonation. Officer McNeal transported Ms. Bailey, and Officer Ogle transported Mr. Berrier to Cumberland County Jail.

The vehicle’s owner was notified by Detective Wilson, and the vehicle, keys, and recovered driver’s license were secured as evidence at Crossville City Impound.
