Cumberland County, TN- Two separate incidents happened Sunday that ended with two DUI arrests.

At around 2:52 AM, a Crossville city officer arrived in the area of Miller Ave and Fourth Street attempting to intercept a possible intoxicated driver. Dispatch had received calls about a driver who was “all over the road”. When the officer located the vehicle, they witnessed the driver unable to maintain their lane and conducted a traffic stop.

The driver was identified as 33-year-old Javier Joaquin Molina Ramirez who did not have a driver’s license. The officer noticed a strong odor of alcohol, bloodshot eyes, and several opened and empty alcoholic beverages in the vehicle.

Since he was unable to speak English, a field sobriety test was unable to be conducted. A warrant was granted for a blood draw.

Javier Ramirez was arrested for Driving without a License and Driving Under the Influence.

Later that night, a crash occurred at the intersection of Fourth Street and Myrtle Ave.

The driver of one of the vehicles was identified as 19-year-old Miguel Angel Francisco. He allegedly told officers he was drunk and stated multiple times how he would have a friend pick up his vehicle and he would just walk home. He was observed to have slurred speech and be unsteady on his feet.

When officers asked for his license, he replied that it was in the center console of the vehicle. When the officer went to retrieve it, two bags of what is believed to be marijuana and a glass smoking pipe was also found.

After refusing to do a Standardized Field Sobriety Test, he was transported to intake and a search warrant was applied for a blood draw.

Miguel Fransico was charged with Driving Under the Influence, Simple Possession, and Violation Drinking Age Law.
