WHAT IS RURAL KING’S E.D.F. FEE, AND WHAT DOES IT MEAN FOR YOU?

Shoppers at Rural King may notice an extra charge on their receipts as the farm and home store continues rolling out a private 1% Economic Development Fee (EDF) across select locations.
The surcharge is applied directly to a customer’s subtotal before state and local sales taxes are calculated. However, large-ticket shoppers can avoid the extra cost, as the fee is automatically waived on any single transaction reaching $1,000 or more.
Unlike government charges, revenue generated from the EDF goes directly to Rural King or its real estate division. The company uses these funds to offset the private costs of building, renovating, and maintaining its retail properties.
The fee is primarily implemented at newer storefronts or locations where Rural King has revitalized large, vacant commercial spaces—such as former shopping malls, Kmart, or JCPenney buildings. Funds are funneled into private site improvements, including building renovations and facility upgrades, parking lot repaving and maintenance and construction of private access roads.
The new line item has raised a few eyebrows and questions among shoppers, leading local officials and retail experts to clarify two major points of confusion:
  1. It is NOT a government tax: While the charge may appear near the tax line on customer receipts, municipal and state officials emphasize that the fee is entirely a private business decision. Local governments do not mandate the charge, nor do they collect any revenue from it.
  2. It is NOT an environmental fee: Due to the “EDF” acronym, some consumers have confused the charge with an Environmental Disposal Fee. Rural King’s EDF has no connection to waste management, recycling, or hazardous material processing.
The 1% fee remains active at designated stores as Rural King continues its expansion into recycled big-box retail spaces.
