ROCKWOOD CITY COUNCIL APPROVES FEE INCREASE, UTILITY PAYMENTS, AND GRANT APPLICATIONS
The Rockwood City Council met on Monday evening, February 23, 2026, at 6:00 p.m. at City Hall for its regular fourth Monday meeting.
Under old business, the council approved the second reading and public hearing on an ordinance amending the city code to increase the court fee by $5 for violations of the hands-free law in city court.
In new business, the council approved several resolutions. One established payment in place of taxes from the Rockwood Electric Utility, which will pay the city an estimated $725,000—an increase from the previous year’s amount. A similar resolution was approved for the Rockwood water, wastewater, and natural gas systems, which will contribute a little over $124,000 to the city this fiscal year. These tax-exempt utilities make annual calculated payments instead of taxes.
The council also approved a resolution authorizing the transfer of a portion of the general fund from First Financial Bank to the State Local Government Investment Pool to earn higher interest. Another resolution authorized submission of a 2026 Community Development Block Grant application for approximately $1 million to fund a new swimming pool, with a required 25% local match if the grant is awarded by the state. Additionally, the council approved pursuing an application for funding through an ARC (Appalachian Regional Commission) regional grant for improvements at Tom Fuller Park.
During council comments, Councilwoman Wilson announced that the city’s second monthly street festival in downtown Rockwood, originally planned to begin in the spring, has been postponed and will not start until June this year.
