CROSSVILLE CITY COUNCIL APPROVES RESOLUTION TO CURB EXCESSIVE COIN PAYMENTS

The Crossville City Council meant Tuesday night to approve several items on the agenda, but at the tail end of the meeting city attorney Randy York came forward to the council with his report and a proposal.

In his report, City Attorney Randy York presented a proposed resolution concerning the acceptance of coins for city payments. He noted that the city has occasionally encountered individuals attempting to pay taxes or court costs using excessive amounts of pennies, nickels, and other coins as a form of harassment. This practice significantly disrupts normal city operations, as staff must count and roll large quantities of loose coins.

The resolution would authorize the city to refuse acceptance of more than five dollars in pennies, any unrolled quantities of coins, and certain other large or impractical coin payments (generally addressing amounts under or over specific thresholds like twenty dollars). York explained that the goal is to provide clear guidelines for department heads to handle such situations efficiently while preventing intentional disruption of city business.

The council then approved the resolution by motion, with a second, followed by unanimous approval.
