TWO CROSSVILLE MEN INDICTED AND ARRESTED ON ARSON CHARGES

Two local men face serious felony charges after a Cumberland County Grand Jury handed down separate arson indictments during its June 2026 term. Both individuals have since been taken into custody by the Cumberland County Sheriff’s Department, with bonds set at $100,000 each.

Toby Lynn Turner, 44, of Crossville, was arrested early Saturday morning, June 20, 2026, by CCSO Deputy Winebarger.

According to court documents filed on June 16, 2026, Turner was indicted on a charge of Arson (Structures or Farm Equipment). The indictment alleges that on or about August 28, 2025, Turner “unlawfully and knowingly” damaged a structure using fire or explosion. Prosecutors state the act was committed with the explicit intent to destroy the structure to collect insurance money for an unlawful purpose.

Witnesses called to testify before the Grand Jury in Turner’s case included investigators from the Tennessee Bureau of Investigation (TBI), the TBI Crime Lab, the Cumberland County Sheriff’s Office (CCSO), and a representative from State Farm Insurance.

Cobie Rhyan Hurley, 25, also of Crossville, was booked into the Cumberland County Jail on the morning of Thursday, June 18, 2026, by CCSO Officer Chris Page.

Hurley’s indictment, also returned as a “True Bill” on June 16, 2026, charges him with Arson (Personal Property or Real Estate). The grand jury presentment states that on or about January 22, 2026, Hurley knowingly damaged a structure by fire or explosion without the consent of those with ownership interests. The affected properties were identified in court documents as NBM Investments, Inc. and Appliance Outfitters Inc.

The state’s witness list for Hurley’s case features multiple TBI agents, the TBI Crime Lab, Crossville Fire Department personnel, CCSO deputies, and representatives from NBM Investment Corp.

Both cases are being prosecuted by District Attorney General Bryant C. Dunaway. Turner and Hurley remain held at the Cumberland County Jail on $100,000 bond pending their upcoming arraignments in Circuit Court.
